Choosing A Degree

Emergency Management PhD: Research or Practice Doctorate?

An emergency management PhD is one of the rarest degrees in the field. Only a handful of schools award one, and the programs that do differ more than the degree name suggests: one is a funded, full-time research degree, another is a fully online doctorate for working professionals. Knowing which kind you want narrows the list fast.

How Many Schools Award an Emergency Management PhD?

Very few. The federal completions data behind our rankings record 13 research doctorates in crisis, emergency and disaster management, at 3 schools:

  • Capella University: 7 doctorates
  • Jacksonville State University: 3 doctorates
  • University of Delaware: 3 doctorates

That count understates what is available, because doctorates are filed under whatever federal code the school chooses. Capitol Technology University reports its doctorates under critical infrastructure protection and counterterrorism codes, and Oklahoma State's fire and emergency management PhD does not appear under these codes at all. The count also describes degrees already awarded, so confirm a program is still admitting students before you plan around it.

The Research PhD: Funded, Full-Time, Built Around a Dissertation

The University of Delaware's PhD in Disaster Science and Management is listed by its Disaster Research Center, which says the program approaches disasters from an interdisciplinary science point of view. The Biden School lists 47 credits beyond the master's, including 9 dissertation credits. The deciding detail is money: the Biden School says all full-time doctoral students receive 5 years of funding, a research assistantship stipend and a 100% tuition scholarship.

That is the classic research-doctorate trade. You pay little or nothing in tuition, but the program expects full-time study, and the assistantship is research work. It suits someone who wants to produce disaster research rather than apply it.

Oklahoma State's catalog lays out a different PhD: 15 core credits, 12 in research methods, 18 in electives and 15 of dissertation. Its 2023 doctoral handbook requires a master's degree and a 3.0 GPA, and describes courses that meet in real time in a virtual classroom, with optional one-week courses on campus in Stillwater, Oklahoma.

The Practitioner Doctorate: DSc, DEM and Online PhDs

Practitioner doctorates are built for people who stay in their jobs. Jacksonville State's Doctor of Science is 60 credits, with coursework in administration and policy, practice areas and research methods, a qualifying exam and at least 18 dissertation hours. Courses are online, but students attend a week-long seminar on campus once a year for the first 3 years. Applicants need a master's in emergency management or a related field.

Capitol Technology's PhD in Emergency and Protective Services is 100% online with no residencies, and is aimed at current professionals. It requires at least 60 credits and a defended dissertation, and the school says it typically takes 3 years.

Columbia Southern's DEM is 61 credits and fully online. The school describes an applied dissertation for its doctorates, with a capstone option in its College of Safety and Emergency Services, and its admission rules ask for a master's in emergency management or a closely related discipline.

What an Emergency Management PhD Costs

The two online programs publish per-credit tuition. At their minimum credit totals, the arithmetic is:

  • Capitol Technology: $980 a credit × 60 credits = $58,800
  • Columbia Southern: $561 a credit × 61 credits = $34,221

Those are tuition only, before fees, and Capitol Technology notes its PhD may need extra credits depending on the dissertation. Set them beside Delaware's funded model and the real choice is between paying for flexibility and being paid to study full time. Do You Need an Emergency Management PhD?

For most careers, no. BLS lists a bachelor's degree as the typical entry-level education for emergency management directors, and our guide to degree requirements shows how experience counts toward the field's senior certification. A doctorate makes sense when you want to do research, or when you are already established and want the field's highest academic credential.

Delaware, Oklahoma State, Jacksonville State and Columbia Southern all expect a master's first. If you don't have one yet, start with our master's program rankings, and check whether the school you choose also offers a doctorate you could continue into.
